Paraguay is one of the most compelling low-tax bases in the world for globally mobile earners. Under its territorial tax system, foreign-source income is, in principle, not taxed in Paraguay at all — a genuine 0% on income earned outside the country, provided you hold real tax residency and structure things correctly. Locally sourced income is taxed at a flat personal rate of roughly 8-10%. Does Paraguay really tax foreign income at 0%?
In principle, yes. Paraguay uses a territorial system, so income sourced outside the country is generally not taxed there. But "in principle" carries weight: the 0% only holds if you are a genuine Paraguay tax resident and your income is genuinely foreign-source and not caught by another country's rules. Treat 0% as the outcome of correct structuring plus real residency, not as an automatic status you get from a card.
What income does Paraguay actually tax?
Locally sourced personal income is taxed under the IRP at a flat rate of roughly 8-10%. Local business profits fall under the IRE (about 10%), with a further tax on distributions. Foreign-source income — for example, a US LLC serving international clients, or investments held abroad — is generally outside Paraguay's tax net under the territorial principle. The line between "local" and "foreign" source is exactly where structuring matters.
Do I need a US LLC to benefit from Paraguay's tax system?

If you keep a home, family, or heavy day-count in a higher-tax country, that country may still treat you as resident regardless of your Paraguay card. I am a US citizen — does Paraguay residency lower my US taxes?
No, not on its own. The US taxes citizens and green-card holders on worldwide income no matter where they live. Paraguay residency does not remove your US filing obligations or liability.
