What this is about

Paraguay is one of the most compelling low-tax bases in the world for globally mobile earners. Under its territorial tax system, foreign-source income is, in principle, not taxed in Paraguay at all — a genuine 0% on income earned outside the country, provided you hold real tax residency and structure things correctly. Locally sourced income is taxed at a flat personal rate of roughly 8-10%. For digital nomads, online entrepreneurs, remote workers, and crypto or securities investors, that combination rivals Dubai, Panama, or Georgia, but with markedly lower living costs and a faster path to a residency card (cédula).

The tax advantage is only as strong as the structure behind it. Two pieces have to line up. First, genuine tax residency in Paraguay — not just a stamped card, but a real center of life or enough time on the ground so your home country can no longer claim you. Second, a clean business structure, such as a US LLC, that keeps your income foreign-source relative to Paraguay and does not create a taxable presence somewhere else. Get either wrong and the 0% can quietly turn into a tax bill back home.

This category collects the tax-and-structure guides for people building a Paraguay base. The pillar articles cover the territorial 0% and how tax residency really works, how a US LLC pairs with Paraguay residency, how Paraguay compares to Dubai, Panama, and Georgia, and — critically — what US citizens and green-card holders need to know before assuming any of this applies to them.

A hard caveat for US persons: the United States taxes its citizens and green-card holders on worldwide income regardless of where they live. Paraguay residency does not remove US filing or liability; the Foreign Earned Income Exclusion helps only partially, and a full exemption requires renouncing citizenship (with a possible exit tax). If that is you, read the dedicated US-persons guide first.

None of this is tax advice. Rules in Paraguay and in your home country change, and the right setup depends entirely on your citizenship, income mix, and where you spend your time. Confirm your case with a qualified cross-border advisor.

Frequently asked questions

The key questions on this topic, answered concisely.

Does Paraguay really tax foreign income at 0%?
In principle, yes. Paraguay uses a territorial system, so income sourced outside the country is generally not taxed there. But "in principle" carries weight: the 0% only holds if you are a genuine Paraguay tax resident and your income is genuinely foreign-source and not caught by another country's rules. Treat 0% as the outcome of correct structuring plus real residency, not as an automatic status you get from a card.
What income does Paraguay actually tax?
Locally sourced personal income is taxed under the IRP at progressive rates of up to 10%. Local business profits fall under the IRE (about 10%), with a further tax on distributions. Foreign-source income — for example, a US LLC serving international clients, or investments held abroad — is generally outside Paraguay's tax net under the territorial principle. The line between "local" and "foreign" source is exactly where structuring matters.
Do I need a US LLC to benefit from Paraguay's tax system?
Not strictly, but for many online entrepreneurs and remote workers a US LLC is the cleanest fit. A properly run US LLC can keep your business income foreign-source relative to Paraguay while giving you US banking and a globally recognized structure. It is one common pattern, not the only one; the right vehicle depends on your clients, income type, and any ties to other countries. See the US LLC pillar guide for how the pieces fit together.
What makes me a Paraguay tax resident?
A cédula alone does not make you a tax resident. Tax residency turns on substance: where your center of life is and how much time you actually spend in Paraguay versus elsewhere. If you keep a home, family, or heavy day-count in a higher-tax country, that country may still treat you as resident regardless of your Paraguay card. Plan residency and tax residency together, not as separate boxes to tick.
I am a US citizen — does Paraguay residency lower my US taxes?
No, not on its own. The US taxes citizens and green-card holders on worldwide income no matter where they live. Paraguay residency does not remove your US filing obligations or liability. The Foreign Earned Income Exclusion can shelter part of earned income, but a full exemption effectively requires renouncing US citizenship, which can trigger an exit tax. If you are a US person, read the dedicated US-persons guide and consult a US-qualified advisor before relying on any 0% claim.
Does Paraguay have tax treaties, and how is double taxation handled?
Paraguay has a limited treaty network, so many people arrive without treaty protection relative to their home country. In practice, the territorial system does most of the heavy lifting: if income is foreign-source and you are a genuine Paraguay resident who has properly exited your prior country, there is often little for two countries to both tax. Where home-country ties remain, relief depends on that country's own rules — another reason to get cross-border advice.
