Note on the RUC: the inscription (Inscripción) is included from the Premium package (in the Standard package it is an optional add-on). The inscription is not the finished RUC — after your cédula is issued you appear once in person at the DNIT to complete it, and any DNIT office in the country will do, not just Asunción. Alternatively, add the remote RUC service (handled by power of attorney, with no return trip).

Support with the Paraguay Investor Pass, which grants direct permanent residency through a qualifying investment and skips the two-year temporary phase. Resolución MIC 283/2026 sets four categories: productive from $70,000 (approved business plan, at least five formal jobs), tourism from $150,000 (business plan, tourism-linked project), financial instruments from $200,000 (held at least two years, annual reporting) and real estate from $200,000 (let or held to appreciate, personal use excluded). All four run through SUACE, which assesses the project and issues the Constancia de Inversionista Extranjero, and that certificate is what opens the permanent-residency filing. The split that matters in practice is active versus passive: productive and tourism mean operating something, financial and real estate do not. As Paraguay tax residents, qualifying investors pay the resident dividend-tax (IDU) rate of 8% rather than the 15% non-resident rate.
