In Paraguay, deeds and certifications are the work of the escribano público. Newcomers meet one more often than they expect: for a power of attorney (poder notarial), for a landlord's notarized confirmation used as proof of address, for the sworn declaration (declaración jurada) a municipality wants with a driver's license application, or for a car purchase contract that both parties sign before the notary.

We arrange these documents through our escribano. Effort and cost vary a great deal from one document to the next, so we first agree what you need and what it is for, and then give you the price.

The key limit, stated up front: a power of attorney passes on formalities, not personal acts before an authority. You attend the residency application with its biometrics yourself; you appear in person at the DNIT to complete the RUC, at any DNIT office in the country; and you take the driver's license eye and hearing test, photo and signature yourself. An authorized representative can follow up a file and hand in documents afterwards, but cannot stand in for the act itself.

FAQ

Can someone with a power of attorney handle my Paraguayan residency or RUC?
No. The residency application needs you in person, because Migraciones records your biometric data. To complete the RUC you appear at the DNIT yourself; the appointment can be kept at any DNIT office in the country, not only in Asunción. For a driver's license, too, the eye and hearing test, photo and signature are tied to you. A representative can follow up these files afterwards and submit outstanding documents.
What is a power of attorney in Paraguay useful for?
For office errands and formalities while you are away between two trips, such as chasing a file that is already open or handing in documents you still owe. Companies need a representation power where a company formation or a registry filing calls for one.
Can I sign a power of attorney for Paraguay in my home country?
Yes. A power of attorney executed before a notary abroad works, including through an online notarization appointment. For use in Paraguay it normally needs an apostille from the country where it was signed, or consular legalization if that country is not in the Apostille Convention, plus a sworn translation into Spanish done in Paraguay. Settle the form the receiving office expects before you sign; that often saves weeks.
Besides a power of attorney, when do newcomers need an escribano in Paraguay?
For proof of address, for one: where a lease was only agreed verbally, an escribano certifies the landlord's statement that you live there. Municipalities require a declaración jurada before an escribano for the driver's license, which you make in person. And a car purchase contract is notarized. We confirm in our first exchange whether your matter is one of these.
Do I have to go to the escribano myself for a notarial declaration in Paraguay?
For declarations tied to you personally, such as the declaración jurada for a driver's license, yes. For other documents it depends on the document, and we clarify that before you commission anything.
