Most foreigners reach permanent residency in Paraguay in two stages: two years of temporary residency, then a separate change of category. The Paraguay Investor Pass removes the first stage. Article 46 of the migration law, Ley 6984/2022, exempts foreigners who prove an investment under Ley 4986/2013 from the temporary phase, and Resolución MIC N° 0283 of 21 April 2026, which replaced Resolución 1052/2025, defines what that proof looks like. The result is permanent residency from the first filing, with a cédula renewed every ten years.

The resolution recognizes four categories. Productive investment starts at USD 70,000 and needs a pre-approved business plan plus at least five formal jobs; the money can go into a new company or into an existing one you buy into, so forming a company is not mandatory. Tourism starts at USD 150,000 and is not a passive option either: it also calls for a pre-approved business plan and half-yearly reports, though no jobs.

The two remaining categories start at USD 200,000 each. Real estate counts only as an investment and never for exclusively personal or family use. Financial instruments run through an entity licensed by the Superintendencia de Valores of the central bank (BCP), must be held for at least two years and are reported on every year. Which category fits depends less on your capital than on whether you intend to run a business in Paraguay.

Responsibility is split three ways. The Ministry of Industry and Commerce (MIC) runs the program, its SUACE office issues the Constancia de Inversionista Extranjero, and Migraciones then grants the residency. We coordinate those steps with our partners on the ground; for the productive category that includes forming the company or arranging the stake in an existing one, and following the file through to the SUACE certificate.

The only fixed deadline is the one for the investor certificate: at most five business days after SUACE has a complete file, with the clock paused while it asks for anything missing. Migraciones is bound by no statutory deadline for the residency itself, so plan with a buffer, and add the time it takes to obtain and apostille your documents at home.

FAQ

Does the Paraguay Investor Pass require temporary residency first?
No, and that is the point of the program. The Constancia de Inversionista Extranjero opens the door to permanent residency directly, without the two-year intermediate stage. It is not the only direct route, though: spouses and children of Paraguayan nationals also go straight to permanent residency under Ley 2193/2003. Everyone else, retirees included, follows the standard two-stage path.
What does the USD 70,000 productive category of the Investor Pass cost in practice?
USD 70,000 is enough as the investment, but the category also requires a pre-approved business plan with at least five formal jobs. At the minimum wage of PYG 3,044,000 a month set by Decreto 6225/2026 (in force since 1 July 2026), plus the employer's 16.5% contribution to the IPS social-security fund and the thirteenth-month salary (aguinaldo), five positions cost roughly PYG 228 million a year. Payroll therefore overtakes the entry amount in just under two years. For someone building a business anyway, this is the cheapest way in; for someone who only wants residency, it is the wrong product.
What is SUACE, and is it a separate route alongside the Investor Pass?
SUACE is the MIC office that issues the Constancia de Inversionista Extranjero, the certificate without which Migraciones will not open the residency file. It is a step inside the Investor Pass, not a competing program. The MIC is responsible for the program as a whole, and Migraciones grants the residency.
Which tax advantage does the Paraguay Investor Pass bring?
None of its own. A Paraguayan tax resident pays the dividend tax IDU at 8% rather than the 15% charged to non-residents, but that rate applies to every tax resident, not only to investors, and the residency permit does not by itself make you tax-resident: that rests on an active RUC with current filings. The rest of the system is unchanged too. The territorial principle applies to investors as to anyone, a Paraguayan company pays 10% IRE on its domestic profit, and work you physically perform from Paraguay can count as Paraguayan-source income (IRP at 8 to 10%). Do I have to travel to Paraguay for the Investor Pass?
Yes. Even the investor certificate requires proof that you have entered Paraguay and a certificate from INTERPOL Paraguay. The biometrics at Migraciones and the fingerprints and photo at the Policía Nacional are tied to you personally and cannot be delegated. We coordinate the rest of the preparation with our partners so that your appointments in Paraguay can be grouped together.
Does a home I live in count for the Investor Pass real-estate category?
No. Resolución MIC 0283/2026 expressly excludes purchases for exclusively personal or family use; the property has to serve as an investment, for example to let. As evidence, a registered escritura or a notarized purchase contract with at least 30% of the price paid is enough, which also makes buying off-plan possible. Supporting documents may be no more than 180 days old.
Does the investor's family also get direct permanent residency through the Investor Pass?
The program does not provide for it. The investor certificate is issued to one person, and on the current reading a spouse and children apply for their own residency through the general route. How that plays out for your family is something we clarify with our partners before you invest.
How many investors have used the Paraguay Investor Pass so far?
Figures from Rediex, the investment vice-ministry within the MIC, show 140 investor certificates issued from January to June 2026, about 87% of them in the productive category. Because the current resolution only took effect on 21 April 2026, a large share of those cases still fell under the previous rule.
How much time must an Investor Pass holder spend in Paraguay to keep permanent residency?
There is no minimum stay, but a permanent resident may not be absent for more than three years in a row, and since Resolución DNM 376/2026 Migraciones reconciles entry and exit records twice a year. Tax residency is a separate matter: it needs an active RUC with current filings and a life that has in fact moved here.
