Residents with an expiring cédula or license

Expiry dates follow you long after you have settled in. The permanent resident’s cédula is valid for ten years, a Paraguayan driver’s license typically for five. Both renewals are simpler than the first application, but they run through different offices: the cédula through the Departamento de Identificaciones, the license through the municipality where you live.

We make sure you arrive at the right appointment with a complete set of papers, and we accompany you there. The fees are part of the price: for the cédula the government fees, for the license the municipal fee and the medical certificate.

The appointment itself cannot be delegated. For the cédula you give fingerprints, photo and signature in person; for the license you take the medical examination with its eye and hearing test yourself. A remote renewal or one by power of attorney is therefore not something we offer.

The medical certificate for the license is valid for 90 days, so the municipal appointment should follow soon after it. Each municipality sets its own license requirements, and they differ from one to the next.

For residents of Paraguay whose cédula or Paraguayan driver’s license expires soon and who want the appointment prepared and attended with support. If you are converting a foreign license into a Paraguayan one for the first time, book the driver’s license transfer instead.

How long are the Paraguayan cédula and driver’s license valid?
The permanent resident’s cédula is valid for ten years, a Paraguayan driver’s license typically for five. Your permanent residency status does not depend on the card and continues regardless of the cédula renewal.
Can someone else renew my cédula or driver’s license in Paraguay for me?
No. Fingerprints, photo and signature for the cédula and the eye and hearing test for the license are tied to you personally. We prepare everything, book the appointment and accompany you, but you have to be there.
What does the cédula and driver’s license renewal service include?
The preparation, our accompaniment to the appointment and the fees: for the cédula the government renewal fees, for the driver’s license the municipal fee and the medical certificate with its eye and hearing test.
Do I have to retake the driving test to renew a Paraguayan driver’s license?
A new driving test is not part of the renewal. What is required is a fresh medical certificate with an eye and hearing test and the municipal fee. Because every municipality sets its own requirements, we check beforehand what yours asks for.
Is renewing the cédula the same as extending Paraguayan residency?
No. The cédula is your identity card, issued by the Departamento de Identificaciones; your residency status runs through Migraciones. When a temporary residency ends after two years, the question is its extension or the change into permanent residency, and both are services of their own.
What does renewing the permanent residency card cost at Migraciones?
The fee is 4 jornales mínimos, 468,308 PYG under the schedule in force since 1 July 2026. Migraciones issues that card, which is not the same document as the cédula. Whether a card renewal is due in your case is something we check in the first call.
