Working in Paraguay 2026: Jobs, Salaries and Labor Law

Working in Paraguay in 2026: minimum wage, real salaries, work permits, labor law, IPS and income tax on wages. Why a local job is rarely the whole plan.

An office job in Asunción advertised at PYG 9 million a month sounds generous until you convert it: about $1,530, and that is a good salary here. Working in Paraguay is legally straightforward for foreigners once a residency application is in, but wages sit far below North American or Western European levels. This guide sets out what employees earn, the rules that protect them, what social security and income tax take, and when a local job makes sense at all.

The figures come from the minimum wage decree 6225/2026, the Labor Code (Ley 213/93 as amended by Ley 496/94), the tax law Ley 6380/2019, the migration law Ley 6984/2022 and the household survey of the statistics office INE. Dollar amounts use about PYG 5,870 per dollar, the rate at the end of September 2026.

Working in Paraguay: the key facts for 2026

Foreigners may work in Paraguay as soon as they have applied for residency; there is no separate work permit. The statutory minimum wage is PYG 3,044,000 a month, about $520, and average earnings across all workers sit close to that level. Employees pay 9% social security, and income tax of 8 to 10% applies once earnings from work pass a yearly threshold.

The informality figure explains much of what follows. Most Paraguayan workers have no formal contract and no pension contributions, which pulls average incomes down and makes formal office jobs in the capital a minority of the labor market.

Minimum wage in Paraguay since July 2026

Paraguay's president sets the minimum wage by decree, normally each year on 1 July. The current level comes from Decreto 6225/2026 of 17 June 2026, with sector tables in Resolución 670/2026 of the labor ministry, MTESS. The national minimum wage council, CONASAM, failed to agree this time: employers argued for the 2.4% inflation figure and unions asked for 20%. The government set 5%.

Several sectors have higher floors. New bank employees start at PYG 4,917,731 (about $840), skilled construction workers at PYG 3,560,108 (about $605) and agricultural workers at PYG 3,150,541 (about $535). Since Law 6338 of 2019, domestic workers are entitled to the full minimum wage; before, the floor for them was 60%.

One new exception matters for small employers. Under the 2025 reform of the small-business law and an MTESS resolution of March 2026, registered micro-enterprises may pay new hires on the basis of at least 80% of the minimum wage for up to 36 months. Salaries in Paraguay: what employees earn

INE measures the income of everyone in work, formal and informal. In the third quarter of 2025, average monthly income from the main job was about PYG 3.2 million, roughly $545. Men averaged PYG 3.4 million and women PYG 2.9 million. Public-sector employees averaged PYG 5.2 million, private-sector employees PYG 3.2 million and the self-employed PYG 2.8 million.

The distribution says more than the average. In the same survey, 62.4% of workers earned less than the minimum wage, largely because so many work informally or part time. Only 0.9% earned more than PYG 15 million a month, about $2,550. A median figure is not published in any source we could access.

The last two rows come from voluntary reports and modeled data, so treat them as orders of magnitude rather than statistics. They still make the point: even skilled jobs in Asunción rarely pay more than $1,000 to $2,500 a month. Anyone who plans around a Western salary will be disappointed.

Work permits in Paraguay: residency is the permit

Paraguay has no separate work permit. The labor ministry issues none; the right to work follows from your residency status. When you apply for temporary residency, you receive a provisional 90-day status, the residencia precaria, and Article 57 of Ley 6984/2022 states expressly that it allows you to work and study.

Working as an employee on a tourist stay is not possible. Under Article 7 of the same law, employers must notify the migration authority when they hire a foreigner, and they risk fines for staff without residency. The sensible order is therefore residency application first, job second, followed by the cédula, the national ID card that most employers and banks ask for later.

Employment also helps at the next stage. For permanent residency, Resolución DNM 407/2026 asks applicants to show they can support themselves, and employees do that with IPS contribution records or an employment contract registered with the labor ministry. Paraguay's labor law: hours, leave and dismissal

The Labor Code applies expressly to Paraguayans and foreigners alike, and pay differences based on nationality are prohibited. A written contract is customary but not a condition: an employment relationship is presumed once someone works regularly for pay. Employers must give preference to Paraguayan workers only where candidates are otherwise equal, and there is no quota.

Remote work for a Paraguayan employer has its own law, Ley 6738/2021: it is voluntary, agreed in writing and registered with the labor ministry, and the employer provides the equipment. Children also bring a small allowance under the Labor Code, 5% of the minimum wage per child for employees earning up to twice the minimum.

Social security in Paraguay: what IPS takes from a salary

Employees in Paraguay are insured with the Instituto de Previsión Social (IPS), foreigners included. The employee pays 9% and the employer 16.5%. In return you receive treatment in the IPS hospitals and clinics, maternity and work-accident benefits, disability cover and a pension, normally from age 60 after 25 years of contributions. The 13th salary is exempt from contributions.

At the minimum wage, about PYG 2,770,000 a month remains after IPS, roughly $470. The same job costs the employer about PYG 3,546,000 a month, around $605, and close to $7,770 a year once the 13th salary is added. If you hire a full-time housekeeper or nanny, that is the realistic budget.

Paraguay has social security agreements with only a handful of countries, such as its Mercosur neighbors and Spain. If you keep working remotely for an employer abroad, you are not part of IPS, because there is no Paraguayan employment relationship. Income tax on salaries in Paraguay: the IRP

Under Paraguay's territorial principle, the decisive question for a salary is where the work is done. Ley 6380/2019 covers income from activities carried out in the country, and its Article 62 explicitly includes wages paid to employees "in Paraguay or in other countries". Someone who lives here and works here therefore owes personal income tax (IRP), even with a foreign employer paying into a foreign account.

The obligation starts once gross income from work exceeds PYG 80 million in a calendar year, about $13,600. The 13th salary and your own IPS contributions do not count toward it, which puts the threshold at around PYG 7.3 million gross a month, roughly $1,250. Rates are progressive on net income after deductible living, health and education expenses: 8% up to PYG 50 million, 9% up to PYG 150 million and 10% above.

Once you cross the threshold, you register with the tax authority DNIT within 30 working days, and the annual return is due in March. We found no general payroll withholding on salaries; employees file themselves. As a ceiling without any deductions, a gross salary of PYG 10 million a month produces about PYG 9.3 million of IRP a year, roughly $1,590.

The 0% that Paraguay is known for applies only to genuinely foreign income, such as dividends, interest or rent from abroad. A US LLC or any other foreign company does not change where your work is physically done. Jobs in Paraguay for foreigners: where the openings are

There is no job market built for foreigners in Paraguay, but there are sectors where outside skills and languages are valued. Nearly all of them expect good Spanish.

  • ▹Agribusiness and cooperatives: soy, grain, beef and dairy dominate the economy, and the farmer cooperatives in the east and in the Chaco run mills, dairies and slaughterhouses that are among the largest employers in their regions.
  • ▹Maquila industry: around 36,000 to 40,000 people work in Paraguay's export assembly plants, close to half of them in the Alto Paraná department around Ciudad del Este. Textiles, auto parts and services, including software, lead the sector, and it hires technical and management staff.
  • ▹International companies and chambers: subsidiaries of foreign firms, many run from regional headquarters in Brazil, hire for finance, sales and engineering, often asking for English alongside Spanish.
  • ▹Schools: the German school in Asunción, for example, hires local-contract teachers under Paraguayan labor law alongside staff sent from Germany, and other bilingual schools in the capital also recruit teachers locally.

Vacancies appear on the labor ministry's public portal EmpleaPy, on Computrabajo, BuscoJobs and LinkedIn, and through personal networks, which matter more here than in most countries. Call centers and outsourcing firms recruit English speakers from time to time, but we found no reliable salary data for them, so ask hard questions before you accept.

Language is the deciding factor. The law requires no language certificate for residency or employment, yet almost every local position assumes fluent Spanish, many in Asunción add English, and in rural areas Guaraní helps.

Getting foreign diplomas recognized for work in Paraguay

For jobs in unregulated fields, such as office work, IT or sales, Paraguay requires no formal recognition of foreign degrees; the employer decides. Regulated professions are different. Doctors, lawyers, engineers, architects and accountants need a homologación through the higher education office of the education ministry, MEC, often with a competency examination at a public university such as the UNA.

Purely academic recognition, the reconocimiento, runs through the higher education council CONES and does not license you to practice. Both procedures need your diploma, transcript and course syllabus, each with an apostille, or with consular legalization if your country is not part of the Hague Apostille Convention. Translations into Spanish must be made by a sworn translator registered in Paraguay; we arrange those translations for our clients locally.

Better options than a local job in Paraguay: bringing income or building a business

For most people who move here, a local salary is a supplement at best, not the foundation of the plan. Three models work far more often.

Working remotely for an employer abroad

Many people keep their job and simply work from Paraguay. That depends on your employer agreeing, and it has consequences on both sides. In Paraguay, salary for work done here is Paraguayan-source income and subject to IRP above the threshold. At home, your employer may face payroll, social security or permanent-establishment questions, which an adviser in that country should answer. The UTC-3 time zone, unchanged all year, makes working with the Americas easy.

Freelancing or running your own company in Paraguay

Freelancers and business owners register for a tax number (RUC) and pay 8 to 10% IRP on work performed in Paraguay, or 10% corporate income tax (IRE) through a company. Pension and investment income instead of working in Paraguay

People who live on a pension, rental income or investment returns from abroad do not need a job here at all. That income arises abroad and is in principle untaxed in Paraguay, while its treatment in your home country depends on that country's rules.

The legal side of working in Paraguay is simple: apply for residency, take the job, and pay IPS and, above the threshold, IRP. The economics are harder, because local salaries rarely justify a move on their own. Most people who thrive here bring income with them, freelance or build a company, and treat a local job as an extra rather than the base.
