General information, not tax advice. The rules and consequences described here are general explanations, not tailored to your situation and not legal or tax advice. Whether and how any of them applies in your case should be checked by a qualified professional. US citizens and green-card holders remain taxed on worldwide income regardless of residency.

Your end-of-service gratuity has landed in a Dubai current account, the residence visa runs out in eight weeks, and the next home is Asunción. Getting money from the UAE to Paraguay is easier than most corridors in one respect: the dirham has been fixed to the US dollar for decades, so the currency question is largely answered before you start.

What decides how smoothly it goes is the order of the steps. The rail you use, the date your UAE bank reclassifies your account and the paperwork a Paraguayan bank wants all depend on it.

This guide follows that order, and assumes the decision itself is made; if you are still weighing the two countries, our Paraguay vs UAE comparison comes first. It covers why dollars are the natural bridge, how a SWIFT wire from a UAE bank travels, what exchange houses and apps can and cannot do for this route as of October 2026, the two cash declarations on the way, and the documents that make both banks and Migraciones comfortable.

Moving Money from the UAE to Paraguay: The Short Answer

For most people the cleanest route from the UAE to Paraguay is a SWIFT transfer in US dollars from a UAE bank account to a USD account at a Paraguayan bank, sent once you have that account. Convert dirhams to dollars in the UAE, where the peg keeps the spread small, and change dollars into guaraníes in Paraguay only as you spend them.

Two conditions shape everything else. Most Paraguayan banks open a full resident account only once you hold the physical cédula, which comes after the residency application. And a UAE bank may treat your account differently once your residence visa is cancelled. So the practical job is to keep a working UAE account open until a Paraguayan one exists, and to document where the money came from.

Why the Dirham's Dollar Peg Simplifies a UAE to Paraguay Transfer

The Central Bank of the UAE holds the dirham at 3.6725 per US dollar. It has done so since 1997, and the rate appears unchanged in the bank's own monthly exchange-rate tables. For a transfer to Paraguay that is good news, because the dollar is the currency both ends of the route understand. Paraguayan banks run dollar accounts as a matter of routine, and large payments such as property deposits or rent paid in advance are often quoted in USD.

The guaraní is a different story. It is a floating currency, and between January 2025 and August 2026 it gained 23% against the dollar. Converting a whole gratuity into guaraníes on arrival day locks in whatever rate that day offers. Holding dollars and switching smaller amounts each month spreads that risk instead of concentrating it.

The conversion from dirhams to dollars itself should cost very little. Because the official rate is fixed, any gap between 3.6725 and the rate your bank or exchange house quotes is that provider's margin and nothing else. Ask for the quote in writing before you approve a large conversion, and compare two providers if the amount justifies the effort.

Wire Money to Paraguay from a UAE Bank Account

A SWIFT transfer from a UAE bank is the default route, and for sums in the tens of thousands it is usually the sensible one. You send US dollars to the Paraguayan account in your name, using the receiving bank's SWIFT code and your account number. Dollar payments clear through correspondent banks in the United States, so one or two intermediaries usually handle the money on its way to Asunción.

The charge option you pick on the transfer form matters more than the headline fee:

  • ▹OUR: you pay all charges, including the intermediaries'. The amount you send is meant to arrive in full.
  • ▹SHA: you pay your bank's fee, and correspondent and receiving charges come out of the transfer.
  • ▹BEN: the recipient bears all charges, which is rarely what you want when the recipient is yourself.

The Paraguayan side can add its own fee. Itaú Paraguay, for example, lists US$38.50 for an incoming international transfer where the sender has not covered the costs, a figure our guide to sending money to Paraguay tracks alongside the other rails. Before you move a large amount, send a small test transfer of a few hundred dollars. It confirms the routing, shows you what was deducted in practice, and costs far less than a returned wire.

Expect two to five business days for a dollar wire on this route. A compliance query at either end adds time, and the next sections explain how to keep that from happening.

Exchange Houses, Wise and Apps Between the UAE and Paraguay

The UAE's licensed exchange houses are where much of the expatriate workforce sends money home, and their branches are a fixture of Deira and Bur Dubai. Their strength is speed and cash payout to the corridors most expatriates use. Paraguay is not one of those corridors. Exchange houses typically reach smaller destinations through partner networks, so whether you can pay into a Paraguayan bank account, in which currency, and at what cost is something to confirm at the counter or in the app before you count on it.

Wise is the obvious app to check, and the result is instructive. The company received retail payment and stored-value licences from the Central Bank of the UAE in October 2025. Its own page for transfers from the UAE to Paraguay, checked on 26 October 2026, still says it is "working hard" to allow sending guaraníes to Paraguay and is "not quite there yet". Do not plan a gratuity transfer around a route that the provider itself lists as unavailable.

For a large sum the app question matters less than it looks. A bank-to-bank wire in dollars, from an account in your name to an account in your name, leaves the cleanest record. That record is what a Paraguayan bank's compliance team wants to see, and it is worth more than the small saving an alternative rail might offer.

Before Your UAE Visa Is Cancelled: Timing the Transfer

The UAE end of the move has its own clock. Cancelling a residence visa does not automatically close a bank account, but banks can reclassify it as a non-resident account with different fees and checks. Outstanding loans and credit cards complicate things further. As reported by The National, some banks hold back an end-of-service payment against a credit-card limit until the employer issues a clearance letter, and closing everything cleanly can take around two months.

That makes the sequence fairly clear:

  1. ▹Settle or close credit cards and loans early, and ask for the no-liability letters.
  2. ▹Ask your bank in writing what happens to the account after the visa is cancelled, including whether you can still send international transfers online as a non-resident.
  3. ▹Keep the account open as a bridge until your Paraguayan account exists.
  4. ▹Only then move the bulk of your savings, in one or a few documented wires.

A gratuity that arrives after you have flown out is not lost. It simply depends on remote access to a UAE account, which is why that bridge account matters more than any exchange rate.

Carrying Cash from Dubai to Asunción: Two Declarations

Many people fly with some cash for the first weeks, and both countries have rules on it. Neither country caps the amount, but each requires a declaration above a threshold.

Leaving the UAE, travelers over 18 must declare cash and financial instruments above AED 60,000 or the equivalent in foreign currency to the federal authority ICP, through its Afseh system, which also runs as an app. Amounts carried by children are added to the accompanying adult's total. The Central Bank's rulebook states plainly that moving cash in or out of the country is not illegal; failing to declare it is the problem.

Arriving in Paraguay, the threshold is US$10,000 or its equivalent, under Ley 1015/97. The declaration is filed through the electronic travelers' customs declaration of the DNIT, which can be completed before you land. Undeclared cash can be seized and a proceeding opened, as DNIT reports from border checks show.

Cash has a second weakness beyond the paperwork. Money that enters a Paraguayan bank as banknotes has a weaker paper trail than money that arrives by wire from your own UAE account. Use cash for the first weeks and move savings by transfer.

Stablecoins and Crypto on the UAE to Paraguay Route

Some people move value as stablecoins, buying on a UAE-regulated platform and selling for dollars or guaraníes in Paraguay. It can be fast. It also moves the hard part to the Paraguayan end, where a bank receiving the proceeds will ask where the crypto came from and what it was bought with.

Paraguay has added a reporting layer as well. Under the DNIT's General Resolution 47/2026, individuals whose crypto transactions through foreign platforms or without an intermediary exceed US$5,000 a year file an annual informative sworn declaration. That is a reporting duty rather than a new tax, and our guide to crypto tax in Paraguay covers who files and when. If you use this route, keep every exchange statement and wallet record from the UAE side.

The Source-of-Funds File Paraguayan Banks Expect

Paraguayan banks apply anti-money-laundering rules supervised by SEPRELAD, and a newcomer moving a five- or six-figure sum from the Gulf will be asked where it came from. The question is routine and easy to answer if you prepare for it before leaving Dubai, when the documents are still a phone call away.

A useful file for money coming from the UAE contains:

  • ▹salary certificates or recent payslips from your UAE employer
  • ▹the end-of-service settlement letter showing the gratuity amount
  • ▹UAE bank statements covering the period the savings built up
  • ▹sale contracts if the money comes from selling a car, property or investments
  • ▹the SWIFT confirmation for each transfer you send

Keep originals or bank-stamped copies, and request statements before the account changes status. Our guide to opening a bank account in Paraguay covers what the account opening itself asks for.

UAE Documents for Your Paraguay Residency File

The residency file has its own document trail, and the UAE adds one wrinkle. The UAE is not a party to the Hague Apostille Convention; it does not appear in the convention's official status table. Documents issued in the UAE therefore cannot be apostilled and need consular legalization instead, which runs through the UAE's foreign ministry and the Paraguayan embassy in Abu Dhabi. Confirm the exact chain and fees with the embassy before you start, and allow extra weeks for it.

Two UAE documents come up most often. If you have lived in the UAE for more than twelve months in the last three years, Migraciones expects a police record from there as well as from your home country.

If you will keep working remotely for a UAE employer, the remote-worker category in the proof of income rules asks for a work certificate stating the relationship, the income and how it is paid, legalized and translated. Sworn translations into Spanish are done in Paraguay. The full document list sits in our residency and cédula guide.

A Workable Sequence for Moving Money from the UAE to Paraguay

Put together, a move from the Emirates tends to work best in this order:

  1. ▹Three months before leaving: close credit lines, order bank statements and salary certificates, and start the legalization of UAE documents.
  2. ▹Before the visa is cancelled: convert what you will need into dollars, confirm online transfer access as a non-resident, and keep the account open.
  3. ▹On departure: carry cash for the first weeks, declaring it if it exceeds AED 60,000 leaving the UAE or US$10,000 entering Paraguay.
  4. ▹In Paraguay: file the residency application, receive the cédula, and open a USD account.
  5. ▹After the account exists: send a small test wire, then the main transfer in dollars, with your source-of-funds file ready.

Once the money sits in dollars in Asunción, the corridor stops mattering. What is left is ordinary personal finance: converting to guaraníes month by month and watching the exchange rate.

Frequently Asked Questions About Moving Money from the UAE to Paraguay

What is the cheapest way to send money from the UAE to Paraguay?

For larger sums, a SWIFT transfer in US dollars from a UAE bank to your own USD account in Paraguay is usually the cleanest and often the cheapest overall. Choose the OUR or SHA charge option deliberately, convert dirhams to dollars in the UAE, and send a small test transfer first.

Can I send money from the UAE to Paraguay with Wise?

Not in guaraníes, as of 26 October 2026. Wise holds UAE licences since October 2025, but its page for UAE to Paraguay transfers says sending guaraníes to Paraguay is not available yet. Check the app for current options before relying on it.

Should I convert dirhams to guaraníes or US dollars before moving to Paraguay?

US dollars. The dirham is pegged at 3.6725 to the dollar, so that conversion costs little, and Paraguayan banks run USD accounts routinely. Converting to guaraníes in one go exposes the whole sum to a floating currency on a single day.

How much cash can I take from Dubai to Paraguay?

There is no upper limit at either end, but declarations apply. Leaving the UAE you declare cash above AED 60,000 through ICP's Afseh system, and entering Paraguay you declare more than US$10,000 through the DNIT's electronic travelers' declaration.

Can I open a Paraguayan bank account before leaving the UAE?

Usually not. Most Paraguayan banks open a full resident account only once you hold the physical cédula, which follows the residency application in Paraguay. Plan to keep a UAE account open as a bridge until then.

What happens to my UAE bank account after my residence visa is cancelled?

It is not closed automatically, but the bank may reclassify it as a non-resident account with different fees and checks. Banks can also hold an end-of-service payment against open credit lines until a clearance letter arrives, so settle loans and cards early.

Do UAE documents need an apostille for Paraguay residency?

No apostille is possible, because the UAE is not a party to the Hague Apostille Convention. UAE-issued documents, such as a police record or a work certificate, need consular legalization through the UAE foreign ministry and the Paraguayan embassy in Abu Dhabi instead.

US persons: If you are a US citizen or green-card holder, moving your savings from the UAE to Paraguay does not change your US tax position. The IRS taxes your worldwide income wherever you live, and foreign accounts in both countries can trigger US reporting. See our guide for US citizens on Paraguay taxes and a US-qualified adviser.
