Investor Pass vs standard residency in Paraguay: cost, timing, duties, family and naturalization compared, and a simple test for which route fits you.

The finish line is the same either way. Whether you arrive with a suitcase or a six-figure investment, permanent residency in Paraguay gives you a cédula renewed every ten years and the freedom to stay abroad for up to three years at a stretch. The standard route gets you there through two years of temporary residency and costs no investment at all. The Investor Pass under Resolución MIC 0283/2026 skips the temporary stage, but asks for at least $70,000 in capital and, depending on the category, years of reporting.

So the real choice in Investor Pass vs standard residency is rarely about money alone. It turns on one question: would you make this investment even if no residency came with it? On tax, the direct route adds nothing. The differences lie in duties, family and time, and this comparison takes them one at a time.

Two Routes to Permanent Residency, and Who May Take Each

Since the migration law Ley 6984/2022, enacted on 19 October 2022, Paraguay works on a simple principle: temporary residency first, for up to two years, then an application for permanent residency (Article 46). Its predecessor, Ley 978/96, had categories in which retirees or investors were admitted as permanent residents straight away. Those shortcuts disappeared with its repeal.

Article 46 names its own exception. A foreigner who proves an investment under Ley 4986/2013, the statute behind the SUACE one-stop office, is spared the temporary stage. Since 21 April 2026, Resolución MIC 0283/2026 defines that proof under the name Paraguay Investor Pass. Spouses and children of Paraguayan nationals also become permanent residents directly (Ley 2193/2003), as do certain relatives of returning Paraguayans. For a foreigner with no such family tie, investing is the only way to skip ahead.

The standard route, by contrast, is open to everyone. It requires no investment and no language test, and the temporary stage needs no solvency proof either, only a sworn declaration of what you intend to do. Income is documented later, at the switch to permanent status. Anyone who can choose is weighing time against capital and ongoing duties.

The core difference sits in the evidence and the duties. On the standard route, Migraciones checks after two years whether your income reflects a real activity. Under the Investor Pass, the industry ministry checks the investment up front and your commitments afterwards. The cédula row is easy to misread: on the standard route that first card belongs to the temporary stage, and permanent status follows roughly two years later.

The Standard Route Through Temporary Residency in Practice

It starts with an application at Migraciones, biometrics included, followed by the residency carnet and the cédula. On one trip (our Premium package, which includes the cédula fast-track) the cédula arrives after about three to four months; on two trips (Light or Standard) after a realistic five to seven. No yearly entry is required during the two years. What the law caps is unbroken absence: more than twelve consecutive months abroad, and the later switch is blocked.

The conversion to permanent residency is a separate application, the cambio de categoría, filed no earlier than month 21 and before the 24 months run out. Miss that window and you start over. For the switch, Resolución DNM 407/2026 asks for evidence that you really carry on the activity you declared; for the self-employed, that includes a RUC active for at least four months. If the evidence is not there yet, the temporary residency can be extended by two years while it is still valid.

Our residency and cédula support currently costs $600, $1,400 or $2,400, depending on the package. We handle the switch to permanent residency for $2,100, with the Migraciones fee of PYG 2,926,925 and the sworn translations included. In total that is $2,700 to $4,500 plus apostilles, and with the Light package also plus the government fees and translations of the first stage. What the Investor Pass Demands Instead

Three bodies are involved. SUACE, inside the industry ministry, issues the Constancia de Inversionista Extranjero (CIE), to individuals only. With it you apply to Migraciones for permanent residency, and the cédula follows at the Policía Nacional, in person. You must already have entered Paraguay before the CIE application: the file needs proof of entry, a certificate from INTERPOL Paraguay, an apostilled home-country police record and a sworn declaration on where the money comes from.

With a complete file, SUACE decides within at most five business days. Migraciones then works to no statutory deadline; estimates from law firms and providers range from three to nine months for the whole process. Whether Migraciones also wants the DNM 407/2026 solvency proof from investors is unresolved, since the twelve categories of that resolution do not name them.

The minimums depend on the category: $70,000 for a productive project with a pre-approved business plan and five formal jobs, $150,000 in tourism with an approved plan but no jobs, and $200,000 each for real estate held as an investment and for financial instruments. At about PYG 5,870 per dollar (end of September 2026), that is roughly PYG 411 million, PYG 881 million and PYG 1.17 billion. Each category is explained in our Paraguay Investor Pass guide.

The cédula does not end the direct route. Financial instruments stay invested for at least two years and are reported annually; productive and tourism projects report every six months. For real estate the resolution names neither a holding period nor a reporting duty. SUACE checks its certificates monthly, and an information sheet from the previous rule's era says the ministry can report breaches of the sworn declaration so that Migraciones revokes the residency under Article 55 of Ley 6984/2022.

Taxes in Paraguay: Permanent Residency Is Not What Makes You Tax-Resident

For tax purposes, the stage of your residency permit plays no role. The territorial principle, which leaves income that genuinely arises abroad untaxed, already works with temporary residency, a cédula, an active RUC with current filings and a life based here. Permanent status alone, on the other hand, makes nobody tax-resident. Anyone considering the Investor Pass for tax reasons is paying for something the standard route delivers just as well.

The limit of the principle is the same on both routes. Work you physically perform in Paraguay counts as Paraguayan-source income even for foreign clients and carries IRP at 8 to 10%. Domestic profit of a Paraguayan company pays 10% IRE. The dividend rate the ministry advertised at the launch, 8% IDU instead of 15%, applies under Article 43 of Ley 6380/2019 to every tax resident, so it is no program benefit.

US citizens and green-card holders: neither route touches your US tax bill. The United States taxes worldwide income on the basis of citizenship, so temporary residency, permanent residency and an Investor Pass all leave your IRS filing obligations exactly where they were. Take US-qualified advice before you choose a route for tax reasons.

Family and Naturalization: Where the Two Routes Part

On the standard route, the whole family travels together. Each member files an own application, children from age 14 need their own police certificates, and after two years everyone converts on the same timetable. The Investor Pass certificate, by contrast, covers only the person who invests. The program does not regulate relatives, and the law firm Fragomen's assessment is that they apply for their own temporary residency.

Some providers promise that the family follows into permanent status in parallel. Nothing supports that. In the less convenient case you end up with two tracks: the investor permanent at once, the partner and children two years later with their own conversion. In joint projects in the productive category, every applicant also has to meet the minimum alone.

For naturalization, Article 148 of the constitution asks for at least three years of residence, a profession in Paraguay and good conduct. According to the Poder Judicial, the three years run from the resolution granting permanent residency. That comes to about five years on the standard route, while under the Investor Pass the clock starts with the first admission. Which Residency Route Suits Which Profile

These profiles do not replace an individual check, but they show where the decision usually falls. The test is always the same: would you make the investment without a residency permit attached? If not, nearly everything points to the standard route.

Investors with capital: the Investor Pass as a by-product

If you already plan to buy an apartment to let, or to place money through an entity licensed by Paraguay's securities regulator, the direct route comes almost for free. The conditions are that the property is not used only by you and your family, and that the financial position can stay put for two years. Movers without an investment plan: temporary residency first

If you simply want to live in Paraguay, the standard route is clearly the better deal. Through to permanent status, our support costs $2,700 to $4,500 instead of at least $70,000 in tied-up capital, with identical tax consequences. The two years are no waiting room either, since the cédula, a bank account and the RUC arrive within months. The one date worth putting in the diary is the conversion window.

Retirees: temporary residency is the normal case

Since the 2022 law, retirees no longer go straight to permanent residency, however large the pension. At the switch, their category asks for an apostilled pension statement showing the amount; Resolución DNM 407/2026 sets no statutory minimum. The Investor Pass makes sense for a retiree only if $200,000 was going into a rented property or a financial investment anyway.

Entrepreneurs: the productive category of the Investor Pass

If you are building a real business here, this is the cheapest entry into the direct route. The $70,000 is only part of the bill. Five formal jobs at the minimum wage, plus the employer's 16.5% IPS contribution, cost 5 × PYG 3,044,000 × 1.165 = PYG 17,731,300 a month, about $3,020. No company has to be founded, since a stake in an existing business counts too; more in the Investor Pass with a company.

Families: one shared route to permanent residency

For families the standard route is usually the calmer one, because everyone shares the same deadlines. Through the Investor Pass, investor and relatives often end up on two tracks. If one partner is a Paraguayan national, spouse and children get permanent residency directly in any case. Anyone set on investing should settle the family's status before the purchase or the company formation.

Verdict: the Standard Route by Default, the Investor Pass for Real Investors

For most people moving to Paraguay, the standard route is the sensible default: no tied-up capital, no reporting duties, identical tax consequences and, after about two years, the same permanent residency. The Investor Pass pays off where the investment was planned anyway, for investors with a rental property or a portfolio and for entrepreneurs with a working business. It saves the intermediate stage and brings naturalization closer, in exchange for duties that can outlast the time saved.

Two questions are still open today: the status of family members, and a possible extra solvency proof for investors. Both belong in any decision, and we check them with our partners on the ground before any investment.

When does the standard route lead to permanent residency in Paraguay?

The cédula of the temporary stage arrives after about three to seven months, depending on the number of trips. The switch to permanent residency is filed between month 21 and month 24. Migraciones publishes no processing time, so plan for a little over two years plus a buffer.

Can retirees get permanent residency in Paraguay without an investment?

Not directly. Since Ley 6984/2022, retirees start on the temporary stage like everyone else and prove their pension at the switch with an apostilled pension statement showing the amount. They would only become permanent residents straight away through the Investor Pass or a family tie to a Paraguayan.

Does the DNM 407/2026 solvency proof apply to Investor Pass holders?

That has not been settled. The resolution covers permanent-residency applications since July 2026 but does not list investors among its twelve categories. Whether Migraciones asks for solvency documents on top of the SUACE certificate is something we check before every filing.

Does an Investor Pass holder's spouse have to start with temporary residency in Paraguay?

On the current reading, yes, because the SUACE certificate covers only the person who invests. A parallel direct route for the family is not documented. A spouse who wants direct permanent status needs a certificate of their own, and in the productive category each applicant must meet the minimum individually.

When is naturalization possible through the Investor Pass in Paraguay?

According to the Poder Judicial, the three years of residence run from the resolution granting permanent status. Through the Investor Pass that period starts with the first admission; on the standard route it starts only after the temporary stage, so about five years in total.
